PSV coach to quit at end of season

Fred Rutten looks set to leave his post as PSV Eindhoven coach at the end of the current campaign.

Rutten, who took charge at the Philips Stadion in 2009, appeared to confirm his intention to part company with the club in an interview with Dutch newspaper Volkskrant.

"It is time that PSV and I parted company," he said.

PSV is second in the Eredivisie at the winter break, one point behind FC Twente, and has qualified for the last 32 of the Europa League, where it will take on UEFA Champions League drop-out Trabzonspor of Turkey.

Ana Botella, the wife of former Spanish prime minister Jose Maria Aznar, was sworn-in Tuesday as Madrid's first woman mayor.

She succeeds Alberto Ruiz-Gallardon, mayor of the capital since 2003, who resigned to serve as justice minister in the new government of Prime Minister Mariano Rajoy.

Botella, 58, became a member of the city council in 2003, during her husband's 1996-2004 tenure as prime minister, but has been active in the conservative Popular Party (PP) since 1978.

She occupied the second spot on the PP ticket in the May 22 municipal elections that gave Ruiz-Gallardon a third consecutive term as capital mayor.

In her first speech as mayor, Botella pledged to govern the city with austerity tempered by concern for the poor, the elderly, the unemployed and people living on the margins of society.

Botella, whose swearing-in ceremony was attended by six members of Rajoy's Cabinet, said she will soon implement a 'specific plan to contain spending' by the municipal government.

She faces the challenge of dealing with a municipal debt of 6.35 billion euros ($8.25 billion), the legacy of big projects undertaken by Ruiz-Gallardon, who led an unsuccessful bid to bring the 2012 Olympics to Madrid.

The new mayor will also have to come up with a way to bring the capital's air-quality up to European Union standards.

New York Times sends email to millions by mistake (Reuters)

(Reuters) ? Some 8 million New York Times customers received an email on Thursday offering a special discount if they would reconsider their decision to cancel their subscriptions.

The trouble is, almost none of the email recipients had canceled their subscriptions in the first place.

The New York Times blamed human error, saying that an email meant for 300 or 400 customers who had decided to stop taking home delivery of the paper was actually sent to around 8 million people.

Initially, subscribers took to Twitter and Facebook to express concern about a security breach. But a spokeswoman for the newspaper said hackers were not involved and security was not at fault.

"An email was sent earlier today from The New York Times in error. This email should have been sent to a very small number of subscribers, but instead was sent to a vast distribution list made up of people who had previously provided their email address to The New York Times," the paper said in a statement.

The email offered a 50 percent reduced rate for 16 weeks on home delivery.

The New York Times is owned by New York Times Co.

Afghanistan, China sign first oil contract

(AP) ? Afghanistan's government signed a deal Wednesday with China's state-owned National Petroleum Corporation, allowing it to become the first foreign company to exploit the country's oil and natural gas reserves.

The contract, which covers the northeastern provinces of Sari Pul and Faryab, is the first of several such blocks to be put on the market in coming months, Afghan Minister of Mines Wahidullah Shahrani said during the signing ceremony.

Bidding information for blocks in neighboring Balkh province will be released at the end of February, and for the western Herat province by next summer, he said.

Afghanistan has been seeking to find ways to exploit some of its mineral wealth to offset the loss of revenues when foreign aid and spending drops when international combat troops leave by the end of 2014. The government has been keen to develop an oil-extraction and refining capability for the landlocked nation, which is entirely reliant on fuel imports from neighboring Iran and Central Asian nations.

"This will bring enormous financial benefits to the government," Shahrani said. "It will be an important step toward self-sufficiency."

The ministry listed the initial value of the project with CNPC as $700 million. But the total could be ten times greater if more reserves are found and developed, and if international oil prices remain at today's levels, Shahrani said.

The fuel pact allows the Chinese firm to research oil and natural gas blocks in Sari Pul and Faryab, an area known as the Amu Darya River Basin that was first explored by Soviet engineers in the 1960s. The Soviets estimated the reserves at about 87 million barrels, but both the Afghan and Chinese partners believe they will prove to be much larger.

CNPC will also build a refinery ? Afghanistan's first ? within the next three years, after the real size of the reserves is established with greater accuracy, said Lu Gong Xun, president of CNPC's international branch.

Shahrani said the deal calls for the Afghan government to receive 70 percent of the profits from the sale of the oil and natural gas. CNPC will also pay 15 percent in royalties, as well as corporate taxes and rent for the land used for its operations.

Afghanistan's army and police will set up special units to guard the project, Shahrani said.

The provinces of Sari Pul and Faryab are located hundreds of miles from the centers of fighting in the east and southeast and are considered relatively safe. As a result, the U.S.-led NATO force has already transferred or is turning over responsibility for security in large parts of the region to the Afghan army and police.

Surveys conducted by the Soviets have shown that Afghanistan sits on vast mineral wealth. Afghan and foreign companies already have shown interest, notably in its untapped copper, iron and oil deposits. But with poor infrastructure and security problems stemming from the 10-year war, most Western mining companies have shied away from firm commitments.

So far, companies from China ? with which Afghanistan shares a small stretch of border in its east ? have been in the forefront of investments in the nation.

Three years ago the China Metallurgical Construction Co. signed a contract to develop the Aynak copper mine in Logar province. Beijing's $3.5 billion stake in the mine is the largest foreign investment in Afghanistan so far.

The U.S. Defense Department has put a $1 trillion price tag on Afghanistan's mineral reserves. Other estimates have pegged it at $3 trillion or more.

But the potential windfall for the landlocked country will require international investment, a better transportation network and much improved security.

"This government must stand on its feet," said Mustafa Zahir, the head of the government's environment agency. "Without using our natural resources we cannot achieve this."

Facebook page that reunited tornado victims with pictures shutting down

LESTER, AL (RNN) - For eight months, Patty Bullion has made it her full time job to reunite victims of the April Southeastern tornado outbreak with their memories.

Her Facebook page "Pictures and Documents found after the April 27, 2011 Tornadoes" became a gathering place for people to post pictures they found in the aftermath in the storm, as well as for victims to reclaim photos ripped from their homes, sometimes thrown hundreds of miles away.

Now that many of the victims have moved on from that day, she says it's time for her to move on, too.

Bullion will be shutting the page down in the next few weeks because she says pictures are no longer being claimed. She also says a lot of her emails have bounced back? and that she's no longer able to get in touch with many of the people who have posted pictures.

"Somebody asked 'Why not leave it up?' I don't feel like it should be left up forever. These people's lives don't need to be forever displayed as a tornado victim," she said.

"I just feel like, for privacy reasons and to let people move on, those pictures don't need to stay out there forever. I wouldn't want something of mine out there for forever."

The page returned more than 2,000 pictures to their owners or, sometimes, family members of people who died in the tornado outbreak.

Bullion found and re-united the family of Maxine Chism with a picture of her and her late husband that hung in a frame on the wall of her home. Chism was thrown from the home during the tornado that touched down in Smithville, MS. She died from her injuries on May 20.

While the page is coming down, her mission to get people's pictures back to them will continue for a little while. In the next few months, she plans to personally travel to Phil Campbell, AL and Hackleburg, AL, some of the hardest hit areas, to let locals look through what's left of the pictures.

"I want to do that one last push because I have a large box of pictures and I want to do everything I can to get them home," she said.

The stories that have emerged and the people she's "met" through the page have interwoven themselves in to the fabric of her heart. She says the page has been a "huge success" and that she's met some lifelong friends through the project that she's poured days, weeks, and months of her life into.

"It went so much further than I ever thought it would. It's been a blessing," she said.

"I have put a lot of hours into it but it's been a labor of love and I have loved every minute of it. I was very blessed to have been a part of this."

Utah woman, son rescued after Facebook post

Salt Lake City, Utah (AP)?- Utah?police say a woman used Facebook to get help after she and her 17-month-old son were held hostage at a residence for nearly five days.

Salt Lake County Jail documents say the woman posted on Saturday that she and her son would be "dead by morning" if they were not rescued. That prompted a welfare check at the home by Sandy police.

Officers arrested 33-year-old Troy Reed Critchfield and booked him into jail for investigation of aggravated kidnapping, forcible sodomy, aggravated assault, domestic violence, child abuse, animal cruelty and other charges.

He remained in jail on Monday.

It was not immediately clear whether Critchfield had an attorney.

Police say the woman hid in a closet and used a laptop to post the Facebook message.

Report: AFP photographer released in Turkey (AP)

ANKARA, Turkey ? Turkey's state-run news agency says authorities have released an AFP photographer, along with 12 other people who were detained as part of an investigation into a group prosecutors accuse of having links to Kurdish rebels.

Anadolu Agency said however, that a court early on Saturday ordered 35 other suspects formally arrested pending trial over their alleged involvement in the Union of Kurdistan Communities ? which authorities say is an offshoot of the PKK rebel group.

AFP photographer Mustafa Ozer was among 48 suspects, including a number of other journalists, detained in police raids in seven cities on Dec. 20, sparking increased concerns over media freedoms in Turkey.

Hundreds of Kurdish activists have been charged as part of the investigation since 2009.

As a young child, my best friend was my stuffed Elmo toy. I took him everywhere and told him everything. My friends loved him, my family did, we all just loved Elmo. But until now, I never thought about why. Why did I love Elmo so much? Why is he so instantly lovable, and how was he created? What brilliant performer created the best friend of billions of children? Well my friends, be ready to be answered and moved by this lovely documentary.Being Elmo follows the career of Kevin Clash: a kid from Baltimore who loved puppets. When he got older, Kevin started to build his own muppets and was featured on local TV. As Kevin got better and better, he felt limited by his position. Then he met muppet builder Kermit Love (creator of Big bird, Snuffy, and Ms. Piggy), who taught Kevin everything he knew. After meeting Jim Henson, Kevin was well on his way to becoming the legend he is. And of course, the rest is history.Ok, I know that it looks like I gave the whole movie away, but I only outlined it. Kevin's journey through the world of puppeteering is so deep and interesting that there's no way I could cover it in a paragraph. Anyway, part of what makes the story so great is that Kevin is one of the best examples of someone who followed their dreams. He had real talent in a weird field and he made it through 100% pure hard work. He's never arrogant, never outspoken, and always thankful. Kevin is such a good person, you can see Elmo in him.Now, I don't consider myself a super macho dude, but I have my pride. And I am discarding that right now because I'm admitting that this movie made me cry. It wasn't sad, and I didn't cry a lot, but I cried. I remembered how much Sesame Street meant to me, and how amazing it is that Kevin Clash makes millions of kids believe they are loved by Elmo. Then there's the scene where all the muppets, including Elmo and friends, sing "Saying Goodbye" at Jim Henson's funeral. I dare you not to choke up.Being Elmo is special. It is a rare documentary that doesn't uncover political corruption or be pro environmentalism that isn't about a historical figure. Like Anvil last year, Being Elmo tells a story about someone who never, ever gave up. It's effective, informative, interesting, touching, and of course inspiring. Why does it work so well? To paraphrase one of the interviewed puppeteers: Elmo is love, and he loves you unconditionally. And you know what, I love him right back. Always.

(AP) ? One patient was prescribed painkillers even after she was caught faking a urine test, while others paid a doctor to increase their prescriptions, according to documents related to the shutdown this week of a notorious clinic in a region of southern Ohio so identified with painkiller addiction that the office's standard dosage was known as "Portsmouth cocktail" after the nearby county seat.

The Greater Medical Advance clinic in Wheelersburg, an Ohio River city of about 6,000 residents, was a perpetually busy drug house where the owner carried a handgun and tens of thousands of painkillers were dispensed at inflated prices, according to charging documents and search warrants The Associated Press obtained through a public records request.

Authorities allege the clinic, the last remaining "pill mill" in painkiller-plagued Scioto County, was a destination well-known among addicts and dealers and had just one purpose: "to make as much money off illegal drug trafficking and the funding of illegal drug trafficking as possible."

The documents reveal the length to which addicts and dealers will go to get pills and illustrate the mechanics of supply and demand at a time when painkiller overdoses are now the leading cause of accidental death in more than a dozen states ? more than car crashes.

Clinics that critics call pill mills often operate as pain management centers and are known for doing cash-only business with scant patient examinations.

Dr. Victor Georgescu, now facing corruption and drug trafficking charges, told investigators he was scared by goings-on at Greater Medical but needed the work because he had been fired from four previous jobs after suffering a stroke, according to a 2010 request for a search warrant during an investigation of more than two years.

"You don't like what you were doing here," Kevin Kineer, an investigator with the Ohio Board of Pharmacy, asked the doctor.

"Right," Georgescu responded.

"You know it's wrong," the agent said.

"Yes," the doctor said.

Columbus defense attorney Mike Miller, who is temporarily representing the 50-year-old Georgescu but doesn't expect to take his case, said he hasn't reviewed the charges yet. Three other people were also charged, including clinic owner George Marshall Adkins, who faces similar charges, as well as a count of carrying a gun while involved in drug trafficking. Adkins often wore a handgun while working, according to documents.

A lawyer who has represented Adkins in the past said the clinic had safeguards against such alleged abuse.

"To my knowledge they ran the place in accordance with the way they were supposed to," said attorney Mike Mearan, of Portsmouth, the seat of Scioto County.

A judge ordered the clinic temporarily closed as a public nuisance, with a hearing next week in which authorities will argue it should be permanently shuttered. The owners of the property operated by Adkins, Billy and Katherine Inmon, deny any involvement with the clinic or knowledge of what was happening there.

"We're conservative people, people of faith, and people that don't stand for anything close to what these people are accused of doing," Billy Inmon, who owns several shopping centers around Ohio, told the AP.

Documents paint a picture of an operation where pills were readily dispensed to just about anybody who could pay.

So many patients brought in non-patients seeking drugs that the clinic had to post a sign limiting the number of visitors, according to a charging document. Husbands and wives often received the same prescriptions, as did people living at the same address, raising suspicions that drugs were prescribed with little or no diagnosis.

Clients could pay extra to have their prescriptions increased, and the "Portsmouth cocktail" was often dispensed to convicted drug dealers and addicts, according to the documents.

Clinic employee Tammy Newman would take a "pill tax" from patients, usually two to five tablets, during the pill counts, the indictment against Adkins said.

Many patients traveled long distances, sometimes from other states, bypassing other clinics and pharmacies, documents said. Many patients appeared stoned while at the clinic, and unsigned prescriptions or prescriptions with stamped signatures were found, in violation of Ohio law.

Georgescu frequently wrote prescriptions that lasted longer and with higher and stronger dosages than other doctors, according to the search warrant request. During one nine-month stretch more than 14,000 prescriptions were written.

"A review of patient records found massive failure to comply with health care standards and Ohio law," according to Adkins' indictment.

The pill mills in Scioto County ? there were once more than a dozen ? created regional collateral damage, feeding addiction and crime in surrounding counties and states that lacked the clinics but not the people they served, said Aaron Haslam, the painkiller drug czar for Ohio Attorney General Mike DeWine.

Wiping them out in a single county was significant, but the painkiller addiction crisis is still responsible for huge problems that will take years to resolve.

The number of children born addicted to drugs, an increase linked to painkiller abuse, is skyrocketing in Ohio and elsewhere. Last year, nearly 1,200 Ohio newborns were diagnosed with drug withdrawal syndrome, up from just 310 in 2005.

Florida, also struggling with rampant prescription painkiller abuse, saw 1,374 babies with the syndrome discharged from hospitals last year, a nearly 300 percent increase from 2006. Kentucky, Maine and Pennsylvania have also documented the increase, among other states.

Drug overdose deaths have surpassed traffic accidents as the top cause of accidental death in Ohio, Colorado, Massachusetts, New York, Oregon and 11 other states. Substance abuse counseling centers are getting more and more referrals.

More than 1,300 people died from accidental drug overdoses in 2009 in Ohio, according to the most recent data from the Ohio Department of Health. The number of fatal overdoses has more than quadrupled from 1999, when the state recorded 327 accidental deaths, according to the department.

"A drug addict is sick; there's something that is not right, and they need help," said Angela Hamilton, 40, whose sister died in 2009 the day after getting a prescription from Georgescu, according to U.S. Drug Enforcement Administration records.

"They don't need people to be greedy and look at them as a dollar sign," said Hamilton, of Greenup County, Ky., across the Ohio River from Scioto County.

Ohio Gov. John Kasich signed a bill in May cracking down on pill mills, blamed by health officials for contributing to hundreds of overdose deaths in the state each year.

Around the country, heroin use is on the rise as addicts switch to the cheaper drug after starting with painkillers, which can be expensive, according to the DEA and doctors and counselors who treat addictions.

Haslam likened the fight against pill mills to squeezing a balloon.

"They're going to find ways to make money," he said. "If it's not in Scioto County, they're going to go to another county in Ohio or they're going to go to Kentucky, to Indiana, to Pennsylvania, to Florida, to whatever state will allow them to do this until they're policed and forced out."

Strikes over austerity hit Europe holiday travel

Holiday strikes to protest austerity measures paralyzed ground traffic in Belgium, delayed flights in Paris, and promised days of headaches for Christmas travelers around Europe.

Workers were walking off the job to show their ire at budget-slashing measures by their governments to tackle debt and high deficits, and officials were scrambling Thursday to try to mitigate delays and cancellations.

Eurostar and Thalys idled part of their popular service through Brussels as Belgian transport workers walked off the job. In France, a strike by airport security personnel stretched into its seventh day, and in London, football club Arsenal postponed its day-after-Christmas game against Wolverhampton Wanderers by 24 hours because of a planned public transport strike on the U.K.'s Boxing Day holiday.

The French government, anxious to avoid angering voters ahead of next spring's presidential election, was looking at options to get police to replace security personnel and make sure Christmas Sunday is as undisturbed as possible. Delays appeared to be shortening.

"The issue is to have airplanes take off so that the French people who have had a tough autumn and are feeling the crisis can get to their families and not be blocked at airports," Transport Minister Nathalie Koscusko-Morizet said on France Info.

In the Netherlands, doctors got in on the act, with about one in six holding a three-hour wildcat strike after Parliament approved plans to reduce their reimbursement for many common procedures. Doctors who participated said they were only available in case of emergency.

In Greece, train workers planned a five-hour work stoppage from noon Thursday, and in Spain more airline and transport action is expected next week, with Iberia pilots to strike again Dec. 29 over the state company's decision to launch a low cost airline. Meanwhile, the small CGT union has called strikes at the public rail company Renfe for Christmas and New Year's.

Portuguese unions, too, are biting back after a ?78-billion ($102-billion) international bailout earlier this year brought tax hikes and pay cuts in return. Train engineers are due to strike from Friday until Christmas day, protesting disciplinary measures imposed on them by the national rail company for allegedly failing to ensure minimum services during a recent general strike over the cuts.

The major unions in Belgium were protesting pension reform being pushed through Parliament for early next year that would require people to wait two years longer before early retirement. All but one of Belgium's major airports were operating close to normally, but intermittent road blocks by strikers worsened road delays around the capital. The strike also affected postal services, schools and hospitals.

At the Brussels South train station, the tracks of the popular Eurostar and Thalys trains linking London and Paris through Brussels with Amsterdam and Germany, remained empty.

"Eurostar and other onward connecting rail services will not be able to operate to or from Brussels during this period," the rail company said of the 24-hour strike.

Simply waiting a day would be tough for holiday travelers since the trains are often fully booked for days on end. All local lines were canceled on Thursday, too, keeping many workers home.

"Again, it is at the expense of travelers. We are literally left out in the cold," said Kees Smilde of the TrainTramBus consumer group.

Unions were especially irked that the government is trying to push through pension reform, sidestepping the traditional worker-employer negotiations that have become a cornerstone of the nation's welfare state system.

Workers "are striking against the government retirement measures because they are imposed on us in the absence of any kind of social negotiations," the Socialist ABVV union said in a statement. Another day of action is planned for Jan. 30, when a summit of EU government leaders is planned, and further wildcat strikes are expected.

In London, Arsenal was forced to take action after subway workers decided to stage a strike the day after Christmas in a dispute over holiday pay, a walkout sure to cause problems on one of the busiest shopping days of the year. The London Underground's management calls the unions' demand for more pay and another day off "outrageous."

In Paris, the airport security personnel strike continued but delays were shortening and no flight cancellations were recorded at De Gaulle, Paris' busiest airport Wednesday.

Unions representing workers who conduct pat-downs on travelers and operate the bag-screening machines launched the walkout a week ago to demand negotiations over an increase in pay. It was timed for maximum effect during the holiday getaway season.

Google turns up investment in solar power

Google on Tuesday ramped up its investment in clean energy by backing the construction of solar panels that will feed electricity to California's power grid.

The Internet giant announced that it is pumping $94 million into Recurrent Energy projects near the state's capitol of Sacramento, raising its investments in Earth-friendly power generation to $915 million.

"We believe investing in the renewable energy sector makes business sense and hope clean energy projects continue to attract new sources of capital to help the world move towards a more sustainable energy future," Google assistant treasurer Axel Martinez said in a blog post.

Backing Recurrent marked Google's first time investing in large scale solar photovoltaic power plants that generate energy for the US electric grid instead of on individual rooftops, according to Martinez.

The projects were expected to generate enough electricity to meet the demands of more than 13,000 homes.

Google has also committed to funding to help more than 10,000 homeowners install solar panels on home rooftops.

California-based Google said that it was joining investment firm Kohlberg Kravis Roberts & Company to back the Recurrent projects.

Where to see Santa Claus in Chicago (ContributorNetwork)

Chicago is definitely the place to be on Christmas. From the Magnificent Mile to State Street, people from all over the state travel here to meet Saint Nick and see the spectacular displays that can only be in a place that's only second to New York when it comes to dazzle, sparkle, and a skyline you'll never forget. If you want to see Santa in Chicago, look no further than the famous John Hancock, Daley Plaza, Lincoln Park Zoo, and, you guessed it, Navy Pier.

Santa at John Hancock

See Santa at almost 1,000 feet above the city. Adults can take one child, ages 3 to 11, to sit with Santa from November 5 through December 24, noon to 4 p.m. on weekends. John Hancock Observatory is located at 875 N. Michigan Ave., Chicago. Call 888-875-VIEW. Tickets are $15.

Daley Plaza

Head over to Daley Plaza to hand your wish list over to Saint Nick for free. You can take pictures with Santa, too, but be prepared to stand in line for a bit. Lincoln Park Zoo

There's no better place to take your kids to see Santa than Lincoln Park Zoo, where kids can also interact with animals of all kinds. Santa chats with kids for free through December 23 (Friday-Sunday) from 5 p.m.-9 p.m. The zoo is located at 2200 N. Canon Drive, Chicago. Call 312-742-2000.

Note: While Santa has lots of work to do after December 23, you can still stop by Lincoln Park Zoo for the ZooLights festivities, which run nightly from December 16th through January 1 until 9 p.m.

Navy Pier

Kids will get a special treat when they pay a visit to Santa Claus at Navy Pier's Dock Street this holiday season. Mrs. Claus will be there to help Santa take notes and get the elves in gear so kids can receive their Christmas gifts on time this year! After making the lists, Santa and Mrs. Claus will join families to watch a spectacular fireworks display over beautiful Lake Michigan. ICC says Sudan's al-Bashir will face justice (AP)

UNITED NATIONS ? The chief prosecutor for the International Criminal Court said Thursday that Sudanese President Omar al-Bashir's "destiny" is clear: he will face justice for alleged genocide and crimes against humanity in Darfur.

Luis Moreno Ocampo said it took 18 years to arrest all 161 people indicated by the U.N. tribunal prosecuting war crimes in former Yugoslavia, and al-Bashir will eventually be arrested and handed over to the ICC.

"International justice is here to stay," he told a news conference after briefing the U.N. Security Council. "It will take time but the destiny is clear. He will face justice."

Moreno Ocampo said all countries ? including Sudan ? have a legal obligation under the Security Council resolution that referred the Darfur conflict to the court in 2005 to arrest al-Bashir and two other Sudanese indicted by the ICC.

Sudan's U.N. Ambassador Daffa-Alla Elhag Ali Osman disputed Moreno Ocampo's allegations of war crimes against Sudanese officials, stressing that Sudan is not a party to the Rome statute that established the court "and we do not recognize the ICC."

Moreno Ocampo said that at the closed Security Council meeting there was "full support for arrest warrants issued" by the court.

He said many ambassadors said "Sudan should cooperate with the court because it's not about being a member of the ICC, but about complying with Security Council resolutions."

The prosecutor said he asked the council "to come up with a comprehensive strategy integrating political negotiations with justice efforts," and to address the refusal by Chad and Malawi to arrest al-Bashir when he visited.

Osman said Moreno Ocampo had ignored the government's efforts to promote peace in Darfur and "falsely" sought an arrest warrant earlier this month for Sudan's defense minister, Abdelrahim Mohamed Hussein, who has been heavily involved in these negotiations in order "to prevent the peaceful efforts of the government to establish peace and security in Sudan."

The prosecutor alleged that Hussein committed crimes against humanity and war crimes by helping orchestrate atrocities in Darfur.

A panel of judges will study evidence filed by Moreno Ocampo before deciding whether to issue a warrant for Hussein's arrest.

Darfur was plunged into turmoil in 2003, when ethnic African rebels took up arms against the Arab-dominated Sudanese government, whom they accused of discrimination.

The Khartoum government is accused of retaliating by unleashing Arab militias on civilians ? a charge the government denies. The U.N. estimates 300,000 people have died and 2.7 million have been displaced in the conflict.

Two Army helicopters crash in Washington state, 4 dead (Reuters)

SEATTLE (Reuters) ? Two U.S. Army helicopters crashed on Monday during training exercises at a Washington state military base, killing four aviators on board, the base said in a statement.

Brendalyn Carpenter, a spokeswoman for Joint Base Lewis-McChord, confirmed that "there was an accident" in the evening and that military police and emergency personnel were en route to the accident scene at the base near Tacoma.

"Our thoughts and prayers go out to the family, friends and loved ones of the soldiers involved in this tragic accident," said Major General Lloyd Miles, acting senior Army commander at the base.

"We will conduct a thorough investigation into this incident, and we will do everything in our power to support the families of the brave soldiers who died this evening," he added.

The base identified the aircraft involved in the crash as a pair of OH-58 Kiowa observation helicopters. Local television station KIRO 7 reported that the helicopters had crashed in Thurston County in a wooded training area, and that there were no survivors.

Temperatures at the base were around the mid-20 degrees Fahrenheit on Monday evening, and local media reported a likelihood of fog in the woods where the crash was said to have occurred.

Oh dear. India's technology minister Kapil Sibal won't be too popular with the anti-censorship crowd after demanding social networking sites screen out "offensive" material. After spotting a group criticizing Sonia Gandhi (widow of the assassinated former Prime Minister, Rajiv Ghandi) on Facebook, Sibal dragged reps from the Haus of Zuckerberg, Yahoo, Google and Microsoft -- demanding they ban material that could incite tensions on the subcontinent. No agreement was reached at the time, but Sibal isn't letting this one rest -- he's planning a series of guidelines that would become punishments for sites that don't play along in the future.

Lenovo's rugged ThinkPad X130e targets the education market, arrives December 20 for $469

When we first spotted leaked photos of Lenovo's ThinkPad X130e, we just kind of assumed it was the next-gen successor to the X120e, which we reviewed almost a year ago. Well, you know what happens when you A-S-S-U-M-E, right? Turns out, there is indeed an X130e, but it's intended specifically for classrooms. The company just made its official announcement, and explained that that rugged design we've been hearing about isn't meant to protect it from careless baggage handlers at the airport so much as freewheeling six year-olds. Though Lenovo's already had a hand in Intel's Classmate project, this is the first time it's released a classroom-ready laptop under the ThinkPad brand, red pointing stick and all.

Of all the kid-proof touches, the more obvious ones include a rubber bumper ringing the plastic chassis, along with a thicker bezel shielded by 1.2mm of plastic. It also has recessed, reinforced ports, an accelerometer to protect the hard drive and a hinge rated for 30,000 cycles. Of course, the result of all this ruggedizing is that the X130e is fairly heavy for an 11-incher, at 3.9 pounds (1.78kg). Otherwise, though, its specs are pretty much what you'd expect in an 11.6-inch laptop. For starters, it's offered with an Intel Core i3-2367M processor, as well as AMD Fusion E-300 and E-450 APUs. It comes with 2GB of RAM (upgradeable to 8GB), up to 500GB in storage, Bluetooth 3.0 and a 6-cell battery rated for 8.5 hours of battery life. Lenovo's also added its RapidBoot technology, promising a sub-20-second startup time. It also has three USB 2.0 sockets, HDMI, VGA, Ethernet, a combined headphone / mic port and a 4-in-1 memory card reader. And, because Lenovo is selling these to schools, it'll customize the laptops by tweaking the BIOS and tricking out the lid in assorted colors. It'll go on sale December 20th starting at $469 and in the meantime, we've got some candy-colored press photos below.
