Assange defies British police surrender demand

Julian Assange has defied a British police order to turn himself in for extradition to Sweden and will stay inside Ecuador's embassy in London, the WikiLeaks founder's spokeswoman said Friday.

The 40-year-old Australian, who walked into the embassy on June 19 seeking political asylum, was served notice on Thursday to surrender himself to a central London police station, but decided not to comply.

"Julian will remain in the embassy under the protection of the Ecuadorian government," Susan Benn of the Julian Assange Defence Fund told reporters outside the embassy in London's plush Knightsbridge district.

"Yesterday, Mr Assange was served with a letter from the Metropolitan Police Service requesting that he surrender himself to Belgravia police station at 11:30 this morning.

"Mr Assange has been advised that he should decline to comply with the police request."

The former computer hacker faces questioning in Sweden over allegations that he sexually assaulted two former volunteers at his WikiLeaks anti-secrecy website in August 2010.

He was arrested in London in December 2010 on a European Arrest Warrant.

He denies the allegations, claiming they are politically motivated and that if he is extradited to Sweden he may be sent on to the United States, where he fears he could be put on trial for espionage and possibly executed.

WikiLeaks enraged Washington by publishing a flood of secret information about the wars in Iraq and Afghanistan, as well as more than 250,000 confidential US diplomatic cables that embarrassed a slew of governments.

US soldier Bradley Manning is facing a trial over accusations that he handed documents to WikiLeaks.

After a marathon legal battle against extradition, Assange finally exhausted his options in the British courts earlier this month when the Supreme Court rejected his application to reopen his appeal.

He was given until Thursday to make a final appeal to the European Court of Human Rights, at which point extradition procedures in Britain could commence.

He is beyond the reach of the police as long as he stays inside the embassy on diplomatic territory.

But if he steps off its premises, he is liable for arrest for breaching his bail conditions, which state that he must be at his bail address between 10:00 pm and 8:00 am.

Scotland Yard said on Thursday that Assange would be further liable to arrest if he ignored their surrender notice. A couple of police officers are stationed outside the embassy.

Benn said on Friday that Assange was in "good spirits" and that his decision to ignore the surrender notice "should not be considered any sign of disrespect".

"The issues faced by Mr Assange are serious," she said outside the embassy, which is in a mansion block across the street from London's famous Harrods department store.

"His life and liberty, and the life and liberty of his organisation and and those associated with it, are at stake," she added.

"The US department of justice admitted yesterday that its investigation into WikiLeaks proceeds.

"It is only a matter of time before US authorities begin extradition proceedings against Julian and other leading members of Wikileaks on various charges including conspiracy to commit espionage."

A dozen or so demonstrators stood outside holding placards reading "Free Assange".

Jim Curran, secretary of the Civil Rights International group, told AFP he had been demonstrating there most days since Assange sought refuge.

"I am opposed to all political extradition and I believe that is what Assange's case is," he said.

"He has placed himself in a position where he has no other option but to seek asylum. Now that he has taken that course I think that Ecuador should grant him it."

Ecuador has recalled its ambassador to London, Ana Alban, to discuss the asylum bid.

Ecuador's leftist President Rafael Correa, who has often been at odds with Washington and offered Assange asylum in 2010, has said that the South American country will take its time considering the application.

On Tuesday, Apple won a?preliminary sales injunction against Samsung? over the design similarities?between the iPad and Samsung?s 10-inch tablet.

Now, Apple has posted a $2.6 million bond, allowing the courts to enforce the decision,?Foss Patents reports. With the cash, Apple?secures Samsung against losses in the event that the sales injunction is found to be unlawful or gets overturned.

In keeping with the sales ban, Samsung will be forced to strip the Galaxy Tab 10.1 from store selves ? which is bad news for Samsung and its bottom line, clearly.

The courts?acknowledge?this reality.??While Samsung will certainly suffer lost sales from the issuance of an injunction, the hardship to Apple of having to directly compete with Samsung?s infringing products outweighs Samsung?s harm in light of the previous findings by the Court,??U.S. District Judge Lucy Koh said on Tuesday.

Samsung appealed the decision shortly after it was made.

As Foss Patents notes, the move won?t prevent Samsung from selling 10-inch tablets. Instead, Samsung will be forced to design future products around Apple?s iPad design patents.

Samsung, however, continues?to maintain that Apple?s patents are generic ones. ?Should Apple continue to make legal claims based on such a generic design patent, design innovation and progress in the industry could be restricted,? the company said in a previous statement.

(AP) ? Chase Utley homered in his first at-bat of the season Wednesday night after the Philadelphia Phillies slugger missed the first 76 games because of a chronic problem in both knees.

Utley connected on a 2-2 pitch from Pittsburgh right-hander James McDonald in the first inning. Carlos Ruiz followed with a homer to give the Phillies a 2-0 lead.

A five-time All-Star at second base, Utley received a standing ovation during pregame introductions and again when he came to the plate. He was mobbed by teammates in the dugout after circling the bases and came out for a curtain call.

Utley sat out the first 46 games last year before returning to have the least productive season of his career. He batted .259 with 11 homers and 44 RBIs.

The 33-year-old Utley had been sidelined this year with a condition called bilateral chondromalacia. He played nine games with Class-A Clearwater during his rehab assignment and finished up Tuesday night at Triple-A Lehigh Valley, where he went 2 for 5 with a home run and played all nine innings at second base.

He was activated from the disabled list Wednesday. To make room on the roster, the Phillies optioned infielder Michael Martinez to Lehigh Valley. Martinez was hitting .133 with a home run and four RBIs in 16 games.

In addition to Utley, fellow slugger Ryan Howard is on the comeback trail for Philadelphia as well.

Howard will begin a rehab stint Thursday night. The 2006 NL MVP hasn't played since tearing his left Achilles' tendon on the final swing of the 2011 season in Game 5 of the NL division series against St. Louis.

Howard will serve as the designated hitter for Class-A Lakewood. He could return to the Phillies within three weeks.

I guess the Dalys felt a certain kinship to English royalty, even as I poured Kool-Aid over my Cheerios. (There wasn?t always enough money for milk.)

Duke and Sir George were my sister?s dogs and so in many ways, I had the best of both worlds. I? enjoyed playing with them under the warm California sun, but never had to feed or tend to their needs. She took care of the essentials. I liked that. When they died, I cried, but I was still young and had already dealt with so much dysfunction that I don?t remember their deaths striking me too hard.

?

I grew up, married Jean, and soon found myself with a cat, which didn?t necessarily appeal to me, because I?ve always considered myself a dog person.

?

But Tommy didn?t act like a cat. He thought he was a dog!? He would greet me by running in circles and dashing through my legs.? His end came suddenly, at the ripe old age of fifteen. He had fallen on a nail and succumbed to a fast-moving blood disease.

?

I didn?t think his death would bother me, but it struck me fairly hard. This was in the days before children, so I hadn?t even realized how attached I had become to him.

?

This is the curious and peculiar thing about our emotional pull toward our pets.

?

They don?t talk. They take.

?

Yet maybe it?s because they don?t talk back and they express unfailing loyalty that we grow so close to them so quickly. They become a part of the family and as such, when they die, sometimes we feel like a part of us dies, too.

?

NEWARK, N.J. (AP) ? Dock workers rushed to unload stacked containers from a cargo ship that arrived in New Jersey from the Middle East on Wednesday after a Coast Guard inspection team heard knocking for about two hours that suggested stowaways might be inside one of the boxes.

More than a dozen ambulances and law enforcement officials met the 850-foot Ville D'Aquarius when it docked early Wednesday at Port Newark, one of the nation's busiest ports. Large mechanical cranes began unloading containers from the ship.

By midday Wednesday, all but one ambulance had quietly left the pier. Coast Guard spokesman Charles Rowe said officials have inspected 80 of the 200 containers authorities believe could be carrying people. The ship has 2,000 containers altogether.

The Coast Guard team had boarded the ship outside New York Harbor early Wednesday as the ship prepared to dock, Rowe said. The officers were knocking on a bulkhead, or partition, of the ship as a routine security check and heard knocks back, he said, but they couldn't pinpoint the source of the sound. The return knocks ended after about two hours, Rowe said.

The team followed protocol and didn't open the container at sea in order to control the situation, he said.

Drew Barry, of the Sandy Hook Pilots Association, said he boarded the vessel about 20 miles offshore to help pilot it into port.

"There are at least 30 to 40 containers on top of the hatch cover, and I don't know how many more below it," Barry said. "If there are people down there, with no food and water for days, they're probably pretty desperate by now."

Shipping containers are steel boxes, usually 8 feet wide and 8- to 10-feet high and either 20- or 40-feet long, designed to withstand the rigors of the high seas and are strong enough to be stacked several high.

They normally can be opened only from the outside. There's hardly any ventilation.

Rowe said it has been taking about eight minutes to check each container ? unloading it off the ship, opening it up and X-raying it if necessary.

The container, which a manifest said was carrying machine parts to Norfolk, Va., was loaded in India, he said.

The ship began its voyage May 30 in the United Arab Emirates, then made one stop in Pakistan and two stops in India. Its last port before Newark was in Egypt on June 15.

Speaking at an unrelated news conference, Andrew McLees, special agent in charge of Homeland Security investigations for U.S. Immigration and Customs Enforcement, said the ship's origin and itinerary prompted the initial search.

"The routing of the ship and the ports of call was what led to the actions," McLees said.

Michael Ward, the FBI's top official in New Jersey, said the response was appropriate given the port's vulnerability. The area is considered a prime potential target for terrorists.

"You're going to get a response like this any time you have these types of facts," Ward said. "It was an appropriate response which we did out of an abundance of caution."

Shipping companies are legally responsible for keeping stowaways off their vessels, said Frank Atcheson, a maritime lawyer based in North Bergen, N.J. When stowaways are found, the companies are liable not only for fines but also must pay to house the stowaways where they are found and for secure transportation back to where they originated.

Between January and Aug. 15, 2012, more than 13,000 stowaways were found in more than 4,000 incidents around the world, according to the International Maritime Organization.

Some of the higher-profile discoveries of recent years: 22 Chinese men, all in good health, arrived in Seattle in 2006; 32 Chinese men, also in good health, were found in Los Angeles in 2005; eight people, most of them Turkish, were found dead along with five survivors in a ship in Ireland in 2001.

(AP) ? Can Britain's government ditch the dukes, eject the earls and kick out the cronies?

Prime Minister David Cameron on Wednesday set out ambitious plans to replace Britain's 700-year-old House of Lords, the country's unelected upper chamber, with a smaller, mostly elected body ? taking on a task that has frustrated political leaders for decades.

"We have been discussing this issue for 100 years and it really is time to make progress," Cameron told legislators, hoping his government can succeed in stripping the country's non-elected elites of a legislative role which has its roots in the 11th century.

Like the United States, Germany and dozens of other nations, Britain sees a vital role for a second legislative chamber which carefully scrutinizes planned laws. But Cameron insists that those who carry out the task should be mainly elected ? not appointed or born into their role.

If passed by Parliament ? which is not guaranteed ? Britain would gradually introduce elected members at the next three national elections, completing the transformation to a new 462-seat chamber by 2025.

WHAT IS THE HOUSE OF LORDS?

The House of Lords is the upper chamber of Britain's two-tiered Parliament ? but wields far less power than the smaller and entirely elected House of Commons.

While it can amend planned laws, the Lords has no role in creating legislation.

The Commons can vote to overturn revisions made by peers, and ? though it is rarely used ? deploy a veto to allow legislation to be passed without the consent of the Lords. One famous case saw the Commons override the objections of the Lords to pass a 2005 ban on fox hunting.

The upper chamber currently has about 775 working members, a mix of 660 political appointees, 89 hereditary peers ? who inherited a place in the chamber from their nobleman forebears ? and 26 people who hold ecclesiastical offices, like the Archbishop of Canterbury Rowan Williams.

Supporters insist its membership ? which includes retired military commanders, surgeons, academics and spy chiefs ? brings wide expertise to its role in scrutinizing suggested policy, a range of skills they claim won't be matched in an elected chamber.

Critics, however, point out that only Lesotho ? the tiny African kingdom ? has a political system similar to Britain, where a mixture of unelected and hereditary appointees can influence laws.

WHAT DOES CAMERON WANT TO CHANGE?

Cameron's plans would see the current House of Lords replaced by 360 directly elected members, 90 members with no affiliation to political parties who would be appointed by an independent committee, and 12 Church of England bishops. All remaining hereditary peers will be removed.

A strict 15-year term limit will be imposed on those elected, unlike the current system when members are appointed for life.

Voters would elect the first 120 members of the new House of Lords in May 2015, when Britain is scheduled to hold a national election. Another 120 would be elected at a planned 2020 national vote, and the final group five years later.

Lords can currently claim an allowance of up to 300 pounds ($467) a day, and are likely to receive a fixed payment of about 45,000 pounds per year ($70,000) in a reformed chamber.

In Britain's 2009 lawmakers' expense check scandal, two peers were jailed over false accounting related to their allowances.

WHY HASN'T THE LORDS BEEN REFORMED BEFORE?

The upper chamber's powers have been gradually stripped away for the last 100 years.

Most recently, the House of Lords ended its role as Britain's highest court of appeal in 2009 when a new Supreme Court took over judicial work carried out by 12 members known as the Law Lords.

Attempts to bring in election for members have previously won approval ? most recently in a 2007 House of Commons vote ? but reforms have been stalled by opposition in the Lords, competing priorities and worries over the possible cost.

WILL CAMERON FACE OPPOSITION?

Already, Cameron is preparing for a fight and has warned peers that he will veto them if they attempt to stall the changes.

Some legislators have complained that constitutional changes shouldn't be a priority when Britain is suffering a recession and implementing a tough austerity program of 81 billion pounds ($130 billion) in government spending cuts.

While the main opposition Labour Party leader Ed Miliband said he supports the plan, he may press for a public referendum on the changes ? a tactic which could significantly delay any reforms.

One hereditary peer, ex-government minister David Trefgarne, has even claimed that mere mortals have no right to meddle with the Lords.

He suggested that because his seat in the House of Lords was granted to his ancestors by Britain's monarch ? once regarded as having won the right to rule directly from God ? the privilege is one conferred by divine right.

"The Almighty decided that I was to have a certain duty imposed upon me," he told BBC radio.

Turkey: NATO should view Syria as attacking it

ANKARA, Turkey (AP) ? Turkey said Monday it would push NATO to consider Syria's downing of a Turkish jet as an attack on the whole military alliance.

The announcement came on the eve of a meeting by NATO's governing body to discuss the incident. Despite deep frustration among many NATO countries over the conflict in Syria, where the opposition says President Bashar Assad's crackdown on an increasingly armed popular uprising has killed 14,000 people, it's highly unlikely the military alliance will take armed action against the Arab state.

The unarmed RF-4E reconnaissance jet was shot down a mile (1.6 kilometers) inside international airspace on Friday, and two Turkish pilots are still missing, the Turkish government says. It has insisted the plane was not spying on Syria.

Turkish Deputy Prime Minister Bulent Arinc also said for the first time Monday that Syrian forces had opened ground fire on a CASA search and rescue plane shortly after the downing, but did not say if that plane was hit.

Arinc said Turkey retained its right to "retaliate" against what he called a "hostile act," but he added, "We have no intention of going at war with anyone."

Still, he added that Turkey will push NATO to consider the jet's downing under Article 5 in a key alliance treaty. Article 5 states that an attack against one NATO member shall be considered an attack against all members.

The North Atlantic Council ? which includes ambassadors of the 28 NATO countries ? works by consensus and all members must approve any action. The meeting Tuesday comes after Turkey requested it under Article 4 of the treaty, which allows a NATO ally to request such a consultation if it feels its territorial integrity or security has been threatened.

Asked if Turkey will insist on the activation of Article 5 of NATO, Arinc said, "No doubt, Turkey has made necessary applications with NATO regarding Article 4 and Article 5."

"It should be known that within legality we will of course use all rights granted under international law until the end," Arinc said. "This also includes self-defense. This also includes retaliation many-fold. This includes?all sanctions that can be applied to the aggressor state under international law. Turkey will not leave anything out on this issue. The public should be assured."

The prospect of Western military intervention in Syria remains remote, despite all the tough talk.

Such action is unlikely to get the support of either the U.N. Security Council or the Arab League, and outside intervention without the blessing of both of those bodies is all but unthinkable. And there is little appetite among the NATO countries ? of which the U.S. is the largest ? for another war in the Middle East.

Arinc strongly denied Syrian claims that the downed plane was shot by anti-aircraft fire while flying low inside Syrian airspace. The Syrian government said Monday said the plane was hit by a short-range anti-aircraft gun to prove that the plane was inside Syrian territory.

Arinc, however, said Turkey believed the plane was hit with a laser-guided or heat-guided missile ? capable of hitting the plane in international airspace.

The deputy premier admitted the jet mistakenly strayed into Syrian airspace when it was flying at an altitude of 200 feet and at a speed of 300 knots, but said it left the Syrian airspace after warnings from Turkish radar operators and that it received no warning from Syrian forces during its five-minute flight inside Syrian territory.

"It was hit while flying 13 miles away (from the Syrian coast) at an altitude of 7,400 feet," Arinc said. "It leaned on its left side and fell steeply for four miles toward the east."

Arinc said the plane crashed into Syrian waters and its wreckage is believed to be below 1,000 meters (3,280 feet).

Arinc also said Syria was misleading the world when it says its forces could not recognize the plane until after it was downed.

He said the plane's electronic signals, which indicate if an aircraft is friend or foe, were activated during the entire flight and that Turkey even intercepted radio conversations in which Syrian forces referred to the plane. Arinc did not elaborate, but Hurriyet newspaper, citing intelligence sources, said Monday that Syrian forces referred to the plane using the Turkish word for "neighbor" ? "komsu" ?in an intercepted radio conversation.

Arinc reiterated Turkey's insistence that the plane was not spying on Syria but just testing Turkey's radar capabilities.

"There is no doubt that Syrians deliberately targeted our plane in international airspace," Arinc said. "It was an extremely hostile action."

He accused Syria of acting in a "cold-blooded" manner.

Bot with boyish personality wins biggest Turing test

Eugene Goostman, a chatbot with the personality of a 13-year-old boy, won the biggest Turing test ever staged, on 23 June, the 100th anniversary of the birth of Alan Turing.

Held at Bletchley Park near Milton Keynes, UK, where Turing cracked the Nazi Enigma code during the second world war, the test involved over 150 separate conversations, 30 judges (including myself), 25 hidden humans and five elite, chattering software programs.

By contrast, the most famous Turing test - the annual Loebner prize, also held at Bletchley Park this year to honour Turing - typically involves just four human judges and four machines.

"With 150 Turing tests conducted, this is the biggest Turing test contest ever," says Huma Shah, a researcher at the University of Reading, UK, who organised the mammoth test.

That makes the result more statistically significant than any other previous Turing test, says Eugene's creator Vladimir Veselov based in Raritan, New Jersey. "It was a pretty huge number of conversations," he said, shortly after he was awarded first prize: "I am very excited."

First conceived by Turing in the early 1950s, the test is the most famous evaluation of machine intelligence. Human judges converse via a text interface with both hidden bots and humans - and say in each case whether they are chatting to a human or machine.

Turing said that a machine that fooled humans into thinking it was human 30 per cent of the time would have beaten the test. Just short of this, Eugene fooled its judges 29 per cent of the time. In a close second place, came JFred, the brain child of Robby Garner, and in third place Rollo Carpenter's Cleverbot. The other two bots to compete were Ultra Hal and Elbot.

Unlike several of Eugene's rivals, which put together sentences by imitating people they have spoken to before or by searching through Twitter transcripts for conversational ideas, Veselov has given his bot a consistent and specific personality. "He has created very much a person where Cleverbot is everybody," says Carpenter.

Eugene's character is that of a 13-year-old boy living in Odessa, Ukraine. He has a pet guinea pig and a father who is a gynaecologist. Is 13 about the right age for a chatbot, then? "Thirteen years old is not too old to know everything and not too young to know nothing," explains Veselov.

A veteran of the Loebner prize and the Chatterbox challenge , Eugene was due a win. "We took second place several times but never were we the winners," says Veselov.

Did having a personality give him an advantage? "I think any appearance of a particular personality is likely to have a persuasive effect on judges," says John Barnden, an AI researcher specialising in machine understanding of metaphor at the University of Birmingham, UK, and a fellow judge.

He cautions against concluding that this was Eugene's edge, however - for that you would have to compare two versions of the same bot, but in one case with personality suppressed.

"In my own case it's not so much personality in the abstract that's key as how the system responds to a comment - is the response relevant and non-vacuous?" he adds.

I can sympathise with that: in some cases I knew it was a machine because the entity didn't seem to follow the sense of the conversation. I was however, delighted by how funny, and zany some of the conversations with beings that I labelled as bots (Disclaimer: the best judge award is still to be awarded so I don't actually know how often I was right). They also forced me to consider in a new way just what it is that makes humans human.
